Peking, May 6, 1908. BOYCOTT of Japanese goods. Your telegram No. 74 of the 4th instant.
I have to-day received the following telegram from His Majesty's Consul-General at Canton :-
"(No. 12.)
"I have the honour to acknowledge receipt of your telegram No. 12, in which you instruct me to approach the Viceroy informally on the subject of the boycott. I shall take action accordingly.
"The popular movement has grown, I fear, to such proportions that the Viceroy may not find it in his power to check the boycott, and, even should he be genuinely anxious to help, I greatly doubt whether any good may result from my repre- sentations.
"A strong feeling has been growing up here of late against any interference on the part of the Central Government with local affairs, and it is probable that any steps taken by the Viceroy in regard to the boycott may only serve to further this feeling."
